  Makefile: changed a little the handling of OPTFLAGS for sub-make;
  added 'ts' to list of base packages.
  devga.c: saving as postscript or metafile works again (I hope);
  redrawing of the device is avoided during 'locator' event loop
  (we don't need it anymore since drawing on the screen isn't
  buffered and it gives problem when the cross hair cursor
  is a bitmap like in some Win98 themes).
  graphapp/metafile.c: setting of the frame box should be more robust in
  situation in which we can get exact metric information on the
  screen.
